Toys are duty-free under HTS 9503 — dolls, plush, puzzles, and most games all read zero tariff. The catch is the same as every Free category: MPF and brokerage fees still apply, and China-origin toys carry the full 35%+ overlay stack.

If toys are duty-free, why was I charged?
Two reasons: fees and origin. MPF and carrier brokerage apply regardless of the 0% tariff, and China-origin toys carry the IEEPA (+10%) and Section 301 (+25%) overlays on top of the duty-free base rate.
Are drones classified as toys?
No. Drones and other aircraft moved to HTS heading 8806, which carries real duty rates. A toy drone from abroad is dutiable — check heading 8806 before ordering.
What about video game consoles?
Consoles fall under HTS 9504.50, also duty-free. The same fee and origin-overlay rules apply.
